Model municipal resolution

Municipal commitment to promote the use of wood as the main component in the construction of public and private buildings

WHEREAS the protection of the environment and sustainable development are priorities
for our administration;


WHEREAS wood is a renewable resource that contributes to sustainable development;


WHEREAS the use of wood in the construction of buildings is recognized as an effective strategy
in fighting climate change;


WHEREAS the processing of wood consumes less energy than the production of steel and concrete;


WHEREAS every cubic metre of wood used in the construction of buildings helps remove one tonne of CO2 from the atmosphere;


WHEREAS wood is a material that can be used for structural purposes in buildings and meets Building Code and Fire Code requirements;


WHEREAS wood is a readily available material and Quebec has the most manufacturing plants of engineered wood joists and beams in North America;


WHEREAS the economy of over two hundred municipalities in Quebec is largely based on the forest industry;


WHEREAS the forest sector is going through the worse crisis of its history and its impact is compromising the future of many local communities;


WHEREAS the construction of public buildings represents an opportunity to boost the economy for businesses and workers in the wood industry;


WHEREAS the municipality is able to demonstrate its solidarity by joining the ranks of cities that give preference to the use of wood;


WHEREAS the municipality, as other public administrations in general, must consider value for money when carrying out projects;

That the municipality give preference to the use of structural wood for the construction of all its public buildings and that this policy be reflected when specifications are drawn up, for the purpose of meeting Building Code and Fire Code requirements and any other standard that applies to the buildings in question;


That the municipality, in its calls for tenders for the construction of such public buildings, instruct all its bidders to comply with the specifications and present a tender that includes a wooden structure;


That the municipality encourage construction permit applicants to use wood as the main material for the structure of their building;


That the municipality also prefer the use of appearance wood in the construction of public buildings and encourage renovation permit applicants to use appearance wood to carry out their projects;


That the municipality promote, using available means of communications, the advantages of using wood in construction projects;


That the municipality become a member of Coalition BOIS Québec;


That the municipal clerk send a copy of this resolution to the following authorities:

  • the Minister of Municipal Affairs, Regions and Land Occupancy;
  • the Minister of Sustainable Development, Environment and Parks;
  • the Minister of Natural Resources and Wildlife;
  • the Union des municipalities du Québec or the Fédération Québécoise des Municipalités;
  • the riding’s representative at the National Assembly;
  • Coalition BOIS Québec.
